Brazil: Final Report of the Bets CPI Will Propose Measures to Reduce Problem Gambling

Brazil – April 16, 2025 – www.zonadeazar.com The final report of the Bets CPI (Parliamentary Commission of Inquiry) is expected to include measures such as limiting access to betting platforms, blocking credit card spending, restricting advertising, and implementing stricter technologies for registering bettors.
Senator Soraya Thronicke (Podemos-MS), the rapporteur of the commission, stated that the goal is to prevent debt and combat gambling addiction, especially among teenagers.
Initially, the CPI investigates whether betting companies are linked to financial crimes. It also analyzes the use of influencers in the promotion of gambling and evaluates the impact of betting on household budgets.
Senator Soraya Thronicke emphasized that international legislation is being considered, including facial biometrics and other technologies to make registrations more secure and prevent minors from accessing the platforms.
Additionally, the senator noted: “There are countries already working on this issue. We can use comparative law. But clearly, the identification of faces, passwords, and the prohibition of access by minors must be addressed, ensuring that registrations are made with great care and with multiple verifications.”
Survey on Potential Addiction Among Youth and Adults
According to the National Survey on Alcohol and Drugs by the Federal University of São Paulo, 55% of bettors aged 14 to 17 are at risk of developing a gambling disorder, compared to 37.7% of adults.
Moreover, individuals earning less than the minimum wage are three times more likely to show problematic gambling behavior.
To tackle the problem, the report may include:

Simplified deregistration, as many users report difficulties in leaving these websites.
Senator Soraya Thronicke stated:
“There must be gaming limitations. If someone accessed the platform twice, then only twice. Spending limits. And also: when a person wants to leave. We have a record of people saying ‘I want to deregister’—and they can’t.”
Bets CPI and Gambling Advertising
Betting advertisements will also be subject to restrictions. The rapporteur compares gambling addiction to alcohol and nicotine addiction, advocating for similar rules in advertising.
Senator Soraya declared:
“It’s an addiction. Just like nicotine or alcohol addiction. We shouldn’t have advertisements—it must be treated as such.”
Finally, the CPI of the Bets is scheduled to conclude by April 30, but lawmakers are discussing extending the work.
