Brazil: Approved Proposal Bans Influencers and Limits Betting Ads

Brazil – May 30, 2025 – www.zonadeazar.com – The Senate Sports Committee approved this Wednesday (28) a bill that imposes new rules on the advertising of online sports betting, known as “bets.” The text establishes strict restrictions on ad campaigns and prohibits the use of the image of athletes, artists, digital influencers, media personalities, and public officials in any kind of advertisement.
The measure covers media such as radio, television, social media, and other digital platforms, and also sets time limitations for airing these ads — aiming to reduce their reach among vulnerable audiences, especially children, teenagers, and people with gambling-related disorders.
The bill, reported by Senator Carlos Portinho (PL-RJ), now proceeds to the Senate Plenary. The president of the Sports Committee, Senator Leila Barros (PDT-DF), assured that she will advocate with Senate President Davi Alcolumbre (União Brasil-AP) to have the proposal quickly brought to a vote.
During the discussion, Portinho criticized the lack of effective self-regulation in the sector, even a year after the law legalizing betting in Brazil was sanctioned. According to him, his report prioritizes the protection of vulnerable groups and also addresses the topic of sponsorships, avoiding a total ban on advertising to prevent legal uncertainty.
“I would have preferred a broad ban, but I chose a more balanced text. We need to protect those who suffer the most from the negative impacts of this activity,” the senator explained.
The proposal marks another step in the regulation of sports betting in the country, a market that moves billions of reais and has attracted the attention of football clubs, influencers, and digital platforms. If approved in the Plenary, the new law is expected to significantly change the format and content of advertising campaigns in the sector.
