Brazil: Bill Proposes That Betting Companies Fund Animal Protection

Brazil – June 3, 2025 | www.zonadeazar.com — Congressman Marcos Tavares from the PDT party of Rio de Janeiro has introduced a new proposal regarding the use of revenue generated by online betting companies.
The proposal aims to create the National Fund for the Prevention and Social Remediation of the Impacts of Electronic Betting (FUNPRAE). The fund would focus on preventing and addressing the impacts caused by online gambling.
Filed in the House of Representatives at the end of April, the bill proposes that FUNPRAE receive funds derived from revenues from sports betting and online gaming operations.
In addition to providing treatment for individuals with gambling disorder (known as ludopathy), the bill also aims to allocate resources to the protection and welfare of domestic and wild animals, to strengthen public security and crime prevention, and to protect and promote the rights of the elderly.
Part of the fund’s revenue would come from online betting companies and from fines levied against illegal gambling activities.
Tavares argues that the majority of the resources should be allocated to the protection and welfare of domestic and wild animals. According to the bill, funds could also be transferred to states and municipalities.
They could also be allocated to civil society organizations or universities through agreements, grants, or other legal instruments defined by regulation.
Betting Companies Would Finance FUNPRAE
FUNPRAE would be funded through the following revenue sources:
I – 2% of the gross monthly revenue of companies operating fixed-odds betting, in accordance with Law No. 14,790 of December 29, 2023, or any subsequent regulation;
II – Administrative fines imposed on betting operators for legal or regulatory violations;
III – Donations, bequests, and other voluntary contributions from individuals or legal entities;
IV – Funds from agreements, conduct adjustment terms (TAC), or court settlements reached with the gaming sector;
V – Interest generated from financial investments made with the Fund’s resources.
