Zona de Azar Brasil – Brasil: Sports Committee to Analyze Restrictions on Sports Betting Advertising

Brazil – March 11, 2025 | www.zonadeazar.com In a meeting on Wednesday (12) at 10:30 a.m., the Sports Committee (CEsp) is set to analyze a bill prohibiting the advertising of fixed-odds betting services, known as “bets” (PL 2.985/2023).

The bill’s author, Senator Styvenson Valentim (PSDB-RN), argues that given the economic power accumulated by betting companies, the Legislature must act to establish limits on the activity.

“The proposal is justified by the sudden shift in the profile of bettors, who are now predominantly young people with immediate access to betting with just one click, without any barriers to impulsive behavior,” the senator emphasizes.

The bill has received a favorable report from Senator Carlos Portinho (PL-RJ), who introduced an amendment establishing various restrictions on lottery advertising. These include:

  • Time restrictions for advertisements on television and radio.
  • A ban on advertising through print or electronic media, including the internet.
  • A prohibition on the participation of athletes, artists, influencers, public officials, and other notable figures who could influence the public or encourage betting.

“Unregulated advertising in this sector leads the audience to believe that, with a stroke of luck, they will achieve financial independence. In reality, it has exacerbated the economic hardship of the most vulnerable segments of the population,” warns the senator in his report.

Once reviewed by the CEsp, the proposal will be forwarded to the Commission on Communication and Digital Rights (CCDD), which will have the final say on the matter.

Vice President Election

Before voting on the bill, the committee will hold an election to select the vice president of the CEsp for the 2025-2026 term. Senator Chico Rodrigues (PSB-RR) is expected to assume the position.
