Brazil. – December 4, 2024 www.zonadeazar.com The Judging Committee of CAIXA Loterias S.A., a subsidiary of CAIXA, announced last Thursday (28) that Playtech – VS Technology won the competitive process for the provision of an integrated solution for the development, implementation, distribution, maintenance, and technical support of Fixed Odds Betting or sports betting for CAIXA Loterias S.A. Playtech received 50.125 points in the total score across all criteria considered, according to a document accessed by BNLData.
The process started on September 6 with a public consultation aimed at creating a list of companies interested in providing the platform. A total of 40 companies showed interest and became eligible to receive the Terms of Reference, which were sent on September 20.
Ten platforms were selected from these companies to submit technical proposals and qualification documents: América Sistema (XSASPORTS), BIG Brazil Tecnologia e Loterias S.A., GIG (Igamingcloud Limited), Kambi, Officecom Desenvolvimento de Software e Aplicativos Ltda, Olimpus Investimentos e Participações LTDA, Openbet (NXY), Playtech – VS Technology Limited, Sportradar, and WA Technology.
After evaluating the proposals, the companies GIG, Kambi, Playtech, Sportradar, and WA Technology were deemed eligible for the technical proposal evaluation stage and were invited to present their technical proposals virtually, which took place on November 6, 7, and 8. GIG and WA TECHNOLOGY were disqualified for not meeting the score required in the Terms of Reference.
Kambi, Playtech, and Sportradar remained, and submitted their price proposals by November 25. Kambi announced it would not submit a price proposal and was disqualified from the process. The platforms Sportradar and Playtech submitted their price proposals on time. The lowest price was shared with these companies, a 25% discount, and they both expressed interest in participating in the price negotiation round.
After five rounds of negotiation, a tie persisted in two consecutive rounds at the 24.2% price proposal. Therefore, the Judging Committee announced the closure of the Price Dispute stage as per the previously communicated instructions regarding persistent ties.
In this case, the Judging Committee applied the tie-breaking criteria from the Terms of Reference: “If two or more bidders present the same price in the price dispute stage, the bidder with the highest score in the ‘Experience/Recognition’ criterion, followed by the ‘Betting System’ criterion, will be classified.” After applying the tie-breaking criteria, Playtech – VS Technology emerged as the winner, with 50.125 points, ahead of Sportradar, which scored 43.625.
The Judging Committee of CAIXA Loterias S.A. has opened a period for participants to submit objections, which will be received within the time frame outlined in the Public Consultation and will be reviewed.
