Zona de Azar Paraguay – Paraguay: Proposal to Annex CONAJZAR to the Directorate of Tax Revenues

Paraguay, November 13, 2024 – www.zonadeazar.com A project has been presented by the Executive Branch that seeks to modify Law 1016/1997, which regulates the exploitation of gambling in the country.

One of the changes sought is to improve and strengthen the National Gambling Commission (Conajzar), making it dependent on the National Directorate of Tax Revenues (DNIT).

The president of Conajzar, Carlos Liseras, stated that this proposal is highly positive for the entity so that DNIT can improve regulation and collection. “With this, we will become a branch of DNIT, and we will have the necessary resources and personnel,” he told 780 AM.

He emphasized that this will be a crucial step in addressing the illegal exploitation of gambling. He also mentioned that the treatment of the bill has been requested urgently in both chambers of the National Congress. “DNIT is a very powerful institution to combat illegal gambling,” he reiterated.

Part of the bill refers to the fact that this merger aims to provide the commission with a solid executive arm, increasing its capacity to enforce its resolutions and take an active role in the collection and oversight of gambling. They argue that if the gambling market is liberated, i.e., by eliminating current monopolies, this will allow for greater competition and diversity of providers at the departmental and municipal levels.

“With this change, the goal is to create a more dynamic market that is in line with the technological advances that have revolutionized the gambling industry, adjusting the legal framework to include new types of games under solid regulation,” says part of the project.

Finally, the head of Conajzar reminded that this causes significant harm to minors, even from an early age. The mind is the most affected and it can lead to addictions such as gambling addiction. “We know that there are people who become compulsive gamblers because of this,” Liseras lamented.
