Zona de Azar Brazil – Brazil: CPI Votes on Requests Regarding Football Match-Fixing

Brazil.- October 8, 2024 www.zonadeazar.com The CPI (Parliamentary Inquiry Committee) on Match-Fixing in Sports Betting will hear next Tuesday (8) from William Rogatto, a sports agent under investigation by the Federal District Public Prosecutor’s Office and the Federal Police for fraud related to the results of football matches in the Brasília Championship.

On the same day, lawmakers will take the testimony of Dayana Nunes, president of Sociedade Esportiva Santa Maria (DF). The meeting is scheduled for 2:30 PM and has 16 items on the agenda.

The summons for William Rogatto was suggested by Senator Romário (PL-RJ), rapporteur of the parliamentary inquiry committee. In his request (REQ 72/2024 — CPIMJAE), Romário notes that, according to the Public Prosecutor’s Office, the agent “has been operating clandestinely as a professional match-fixer by recruiting players, selling rigged results, and placing bets.”

Rogatto is suspected of being active during the 2024 Candangão Championship. According to Romário, Rogatto’s name “appears in intercepted messages, mentioning payments to recruited players, placing fraudulent bets, and discussing the profits obtained with associates.”

The request to summon Dayana Nunes (REQ 56/2024 — CPIMJAE) was put forward by Senator Carlos Portinho (PL-RJ). The lawmaker wants the president of Sociedade Esportiva Santa Maria to provide information on the suspected match-fixing by players from the Federal District club.

According to the Public Prosecutor’s Office, two athletes from Santa Maria are under investigation for “deliberately” manipulating match scores in the 2024 Candangão Championship. “The testimony is essential to deepen the investigation and ensure that robust measures are implemented to safeguard the integrity of football and sports in Brazil,” said Portinho.

Requests

Before the testimonies, the committee will hold a deliberative meeting with 16 items on the agenda. The first is a request (REQ 59/2024 — CPIMJAE) to invite the Director-General of the Federal Police, Andrei Augusto Passos Rodrigues. The request was made by Senator Eduardo Girão (Novo-CE). If approved, Andrei Rodrigues will be represented by the Coordinator for Corruption Repression, Financial Crimes, and Money Laundering, Commissioner Daniel Mostardeiro Cola.

Among the requests on the agenda, four are summons. Senator Eduardo Girão wants to hear from lawyer and digital influencer Deolane Bezerra, arrested in September by Pernambuco’s Civil Police. She is under investigation by Operation Integration, which is probing a money laundering and illegal gambling scheme.

The other three summons requests were made by CPIMJAE President Senator Jorge Kajuru (PSB-GO). He wishes to hear the following witnesses:

  • Luiz Henrique, forward for Botafogo de Futebol e Regatas;
  • Bruno Tolentino. He and his son, Yan Tolentino, transferred R$ 40,000 to Luiz Henrique when he played for Real Betis (Spain). According to the English Football Association (FA), the transfers occurred after the player received yellow cards during matches with the Spanish club;
  • Darwin Henrique da Silva Filho, CEO of Esportes da Sorte.

The remaining requests are invitations. The lawmakers suggest the presence of representatives from the following entities and institutions:

  • Central Bank;
  • Ministry of Social Development and Hunger Alleviation;
  • Ministry of Sports;
  • Financial Activities Control Council (Coaf);
  • National Advertising Self-Regulation Council (Conar);
  • National Telecommunications Agency (Anatel);
  • Brazilian Psychiatry Association;
  • Brazilian Medical Association;
  • National Confederation of Commerce, Goods, Services, and Tourism;
  • Federal Medical Council (CFM);
  • Brazilian Institute for Responsible Gaming;
  • Locomotive Institute;
  • Retail Development Institute; and
  • Pathological Gambling Laboratory of the University of São Paulo (USP).
