Mato Grosso do Sul.- May 23, 2024 www.zonadeazar.com In 2022, the government of the state of Mato Grosso do Sul (MS) began the selection process to grant the operation of the state lottery, Lotesul . The executive branch’s expectation was to earn around R$9.8 billion in ten years of operation .
However, a few days after the launch of the contest, NGT Brasil Tecnologia e Atividades Lotéricas Ltda filed a writ of mandamus at the Court of Justice of Mato Grosso do Sul , which annulled the notice.
NGT Brasil’s claim to annul the notice is that the document contains a limit of one operator for every 2 million inhabitants. Considering that the state’s population is around 2.7 million , according to the 2022 Census , only one company could be selected. However, the notice itself describes the possibility of forming a reserve register, which in the company’s view would be of no use, as they could not be called up due to population restrictions.
The state government estimated that during the concession period, around R$7.5 billion in prizes would be distributed . Furthermore, the executive branch expected to raise more than R$243 million in taxes to invest in social improvements. The 2022 notice provided for the exploration of lottery games in physical and virtual modalities.
The State Attorney General’s Office is awaiting judgment on the appeal presented at the Superior Court of Justice . The special appeal is scheduled to begin being analyzed between May 21st and 27th.
