Zona de Azar Brazil – Brazil: Project to Legalize Bingo Halls and Casinos Moves Forward Without Obstacles
Brazil – November 6, 2024 www.zonadeazar.com Senate President Rodrigo Pacheco announced that he is “awaiting the review” by the Chamber of Deputies of the project establishing transparency rules for the execution of parliamentary amendments to the Budget in order to prioritize the vote on the matter in the Senate.
This statement was made by the senator on Tuesday (5) during an interview with journalists after participating in an economic freedom event in Brasilia, organized by Senator Efraim Filho (União-PB). Pacheco advocated for the approval of a “consensus text” between both Chambers before the end of November.
Betting CPI
When asked if the effort to establish the Betting CPI had lost momentum towards the end of the year, Pacheco responded that it had not. For him, Congress must clarify the facts surrounding irregularities in the betting sector and work on creating and approving measures that reinforce regulation and transparency in this sector. The Senate Plenary has already approved a request (RQS 680/2024) by Senator Soraya Thronicke (Podemos-MS) to create the inquiry commission.
— The CPI now needs to be established and put into action. I believe it’s a good measure to clarify and propose restrictions and improved regulation regarding these betting activities. Unfortunately, casinos were not approved in Brazil physically, but they have become part of family life. This law effectively brought casinos into Brazilian households, and it clearly needs to be limited and better regulated to prevent gambling addiction, gaming dependency, and families being burdened by expenses related to these games.
Parties still need to nominate members so that the CPI can be installed and start its work.

The Senate President also stated that there is no obstacle to the project that would legalize bingo halls and casinos in Brazil.
However, he added that this measure can only advance if, simultaneously, measures are taken to strengthen regulation of the betting sector.
The project regulating gambling and betting throughout the national territory (PL 2.234/2022) has already been approved in the Chamber of Deputies and in the Senate’s Constitution and Justice Commission (CCJ). Now, the initiative awaits the final decision from the Senate Plenary.
