Zona de Azar Brazil – Brazil: Treasury Resists Reopening Betting Companies’ Registration
Brazil.- January 14, 2025 www.zonadeazar.com Last week, Supreme Court Justice André Mendonça banned national operations of betting companies authorized by Loterj.
The Rio de Janeiro State Lottery had allowed some registered companies to operate nationwide.
However, the Supreme Court minister’s order led companies to pressure the federal government. The companies are requesting the reopening of the registration period so they can operate while awaiting the evaluation of their applications.
Nevertheless, the Treasury Ministry has opposed the idea of reopening the registration. Last year, a deadline was set for companies to apply for licenses to operate in Brazil, allowing those who applied to operate during the evaluation period.
As of this year, only companies with approved licenses can operate nationwide. Unlicensed companies are demanding a new period to continue functioning while awaiting a final response.
Several companies relied on Loterj’s authorization to maintain their activities across the country. However, with André Mendonça’s decision, this possibility was blocked. The list of companies not authorized to operate in Brazil includes Esportes da Sorte, which sponsors clubs such as Corinthians, Grêmio, Bahia, and Ceará.
Key points of the text:
- Companies excluded from the market: The Treasury Ministry’s list published on December 31 left out major sponsors of clubs like Flamengo and Corinthians.
- Supreme Court ban: Justice André Mendonça prohibited national operations of betting companies authorized by Loterj.
- Pending licenses: Only companies with approved licenses can operate in Brazil this year. Unlicensed companies are requesting a new registration period to operate while their applications are evaluated.

- Companies’ pressure: Companies like Esportes da Sorte, which sponsors clubs such as Corinthians and Grêmio, are pressuring the government to reopen the registration period.
- Treasury Ministry’s stance: The ministry opposes reopening the registration period and maintains a strict position on market regulation.
