Paraguay – January 8, 2025 – www.zonadeazar.com The president of Paraguay, Santiago Peña, has enacted Law 7438, which amends Law 1016/97, establishing a new regulatory framework for gambling.
This law transfers the National Gambling Commission (Conajzar) under the jurisdiction of the National Directorate of Tax Revenue (DNIT), modernizing its operations and ending the monopoly in the sector.
Key Changes:
- End of Monopoly: Exclusivity in games like lotteries and sports betting will be eliminated, allowing up to three licenses per game type.
- Online Gambling Regulation: A framework for online gambling operations is introduced, benefiting both operators and users.
- Modernization and Transparency: DNIT, with enhanced infrastructure and resources, will strengthen the fight against illegal gambling and increase state revenues.
- New Role for Conajzar: Conajzar gains broader powers, including the seizure of illegal materials and blocking of signals used in clandestine gambling activities.
Expected Impact:
The reform aims to encourage competition, boost state revenue, and strengthen institutions like the Directorate of Social Assistance and Welfare (Diben). The private sector is also working alongside Conajzar on the regulation of the new law.
The legislation represents a step toward a modern legal framework aligned with current market demands.
