The meeting, led by IGB administrator Marcus D. Fruchter, discussed the 2019 Illinois Gaming Act that allowed for three Master Sports Wagering Online Only Licenses. He moved on to the release of applications on August 5, 2021, and the deadline of December 3, 2021.
Within that time, three applicants submitted their applications in a timely manner, allowing them to move on in the process. One bidder, unknown, submitted their application a day late and was deemed ineligible and rejected due to the Sports Wagering Act.
On February 1, 2022, one of the three applicants requested to withdraw their application, leaving two applicants. The bidders went through a Competitive Bidding Phase in which they were needed to pass certain requirements.
On April 28, 2022, IGB announced the outcomes of the remaining two bidders:
The first bidder introduced was Tekkorp Digital Acquisition, LLC d/b/a Caliente Interactive, which had met the minimum qualifications and was deemed qualified to move on in the process.
The second bidder, Fubo Gaming Inc., failed to meet the minimum qualifications and was disqualified.
The IGB moved on to announce the identity of the winners for the three licenses and identified Tekkorpas the lone qualified applicant. The board, which featured Chairman Charles Schmadeke and board members Marc Bell and Dionne Hayden motioned to adopt Fruchter’s recommendation of identifying the lone qualified applicant. The recommendation was adopted by Schmadeke.
