📈 Brazil modernizes its Betting Management System with a new interministerial agreement
Brazil.- July 3, 2025. www.zonadeazar.com – The Ministry of Management and Innovation in Public Services and the Ministry of Finance of Brazil have signed a new Technical Cooperation Agreement to modernize the Betting Management System (SIGAP), enhancing the regulation and supervision of fixed-odds betting in Brazil.
The initiative was published on July 2 in the Official Gazette, marking a key step in the digital transformation of federal administration within the online betting sector.
⚖️ SIGAP modernization for efficient betting control
The agreement aims to evolve SIGAP by developing a technological solution that enables the regulator to authorize, supervise, regulate, and sanction operators in Brazil’s fixed-odds betting market.
The legal foundation is based on Laws No. 13,756/2018 and No. 14,790/2023, along with regulations issued by the Secretariat of Prizes and Betting.
This project seeks to ensure greater control, security, and efficiency in a sector that has gained significant economic relevance in Brazil.
🤝 Cooperation without fund transfers
The Technical Cooperation Agreement No. 81/2025, signed on June 30, 2025, will be valid for 18 months and does not involve financial transfers between ministries.
Expenses related to personnel, travel, and communication will be covered by each ministry’s own resources, ensuring collaboration under a mutual cooperation model without service remuneration between the parties.

- Decree No. 12,198/2024
- Ordinance SGD/ME No. 2,496/2021

The signatories were Cristina Kiomi Mori, Executive Secretary of the Ministry of Management and Innovation, and Dario Carnevali Durigan, Executive Secretary of the Ministry of Finance.
This initiative reinforces Brazil’s leadership in betting regulation, promoting a more transparent and secure ecosystem for operators and users.
