The virtual hearing gathered representatives of the Secretariat for Gaucho Reconstruction (Serg), technical experts and members of the Shimata & Kikuchi consortium—the team responsible for the studies shaping the concession proposal—to outline how the state intends to delegate the implementation and operation of lottery services.

The project framework envisages bringing private investment into public lottery services, with distinct concession terms for traditional lottery operations and fixed-odds betting. The initiative reflects broader efforts to organize lottery modalities in a regulated, transparent and security-oriented environment.

Details / Context

Under the proposed model, the concession would cover a range of lottery formats, including fixed-odds betting, number-prediction lotteries, instant lotteries and traditional draws, with provisions to include additional modalities permitted under applicable federal legislation.

The hearing also reviewed how the state plans to handle credentialing and renewal processes for fixed-odds betting operators, incorporate regulatory safeguards and enhance oversight mechanisms to strengthen the overall lottery framework in Rio Grande do Sul.

In parallel with the hearing, the government opened a public consultation period through which stakeholders and interested parties can submit contributions and suggestions to shape the final concession design. This period remains open through January 29, 2026.
