Chile: Dreams Challenges SCJ Over Coyhaique Casino Tender

Chile.- March 10, 2026 – www.zonadeazar.com  Casino operator Dreams has filed a legal complaint before the Santiago Court of Appeals against Chile’s Superintendence of Casinos of Gaming (SCJ) after being excluded from the tender process to renew the operating license for the casino in Coyhaique, located in the Aysén Region.

Overview

The legal action was submitted on March 4 by Casino de Juegos Coyhaique S.A., a company linked to the Dreams group. The filing seeks to overturn Resolution No. 220/2026, through which the regulator rejected an administrative appeal previously presented by the company within the licensing process.

Dreams argues that the decision was illegal, arbitrary and disproportionate, since its technical proposal was excluded before reaching the stage where economic bids would be evaluated.

Details / Context

The dispute arises from the SCJ’s decision not to continue evaluating Dreams’ technical proposal, claiming that certain documents required by the tender rules were not included in the application.

Among the requested documents were:

  • tax compliance certificates issued by Chile’s Internal Revenue Service (SII)
  • tax declaration forms
  • financial debt certificates related to certain shareholders and directors associated with the company.

According to Dreams, the documents had been requested from the SII, but the authority may take up to six months to issue them, making it impossible to submit them within the deadlines established by the bidding process.

The company maintains that it cannot be held responsible for delays caused by other public institutions and states that it provided proof showing the requests for the required documentation had been formally submitted.

Tender Declared Void

Earlier this year, the SCJ declared the Coyhaique casino tender void, arguing that the participating companies did not fully meet the technical and regulatory requirements established in the bidding terms.

Two companies had participated in the process:

  • Casino de Juegos Coyhaique S.A. (Dreams)
  • Sociedad Río Simpson S.A.

Both technical proposals were rejected, preventing the process from moving forward to the stage where economic offers would be opened.

Future Outlook

Through the legal complaint, Dreams is seeking a court ruling that would annul the regulator’s decision and allow the evaluation of its technical proposal to continue within the licensing process.

The outcome of the case could influence the future of the Coyhaique casino operation, whose license renewal is crucial for maintaining employment and economic activity in the Aysén region.
