Febralot Backs BetCaixa Launch to Modernize Brazil’s Lottery Network

The project seeks to integrate digital technologies with Caixa’s extensive physical lottery network, creating a hybrid model capable of expanding public revenue while offering greater security for bettors.

According to the federation, the active participation of the physical network of lottery franchisees is a fundamental pillar for ensuring the sustainable development of Brazil’s regulated betting ecosystem.
Currently, the national lottery system includes more than 13,000 outlets across around 5,500 municipalities, employing approximately 65,000 workers nationwide.
This capillary structure represents a key competitive advantage for implementing the new model.

Febralot president Ricardo Amado Costa stated that Caixa’s entry into the fixed-odds betting sector represents a natural evolution for an institution with more than 60 years of experience in lottery operations.
The proposal is based on a hybrid business model, combining digital platforms with in-person services at lottery outlets.
Direct interaction at retail counters also helps guide bettors, promote responsible gambling policies and prevent minors from accessing betting services.
Future outlook
Beyond modernizing the sector’s infrastructure, Febralot believes that BetCaixa could play a strategic role in combating the illegal betting market.
The federation warns that unregulated platforms generate significant losses for the country by operating without paying taxes or implementing consumer protection policies.
A strong state-backed operation could redirect part of this demand toward the regulated market and convert betting volume into resources for public policies.
