LOTEP Strengthens Action Against Illegal Lottery Terminals
Brazil.– March 27, 2026 – www.zonadeazar.com The Paraíba State Lottery has stepped up its warning campaign after detecting irregular instant lottery terminals operating in commercial locations across the state. The move aims to protect both consumers and retailers while reinforcing that only duly authorised operators may offer this type of lottery activity in Paraíba.
Overview
The Paraíba State Lottery, known as LOTEP, has issued a public alert regarding the presence of illegal instant lottery machines installed in several commercial venues. According to the authority, these terminals imitate video lottery equipment and attempt to project a false appearance of legality, in some cases even displaying forged documents attached to the machines.
This public warning forms part of a broader strategy centred on enforcement, legality and consumer protection. LOTEP stressed that only companies properly accredited by the state authority may operate this modality in Paraíba, and that any terminal lacking a clear and verified connection to those operators should be treated as irregular.
Details and context
One of the main points highlighted by LOTEP is the importance of visual and documentary verification. Authorised terminals clearly display corporate branding, company identification and verifiable links to licensed operators. Illegal machines, by contrast, often rely on false paperwork or misleading information to simulate official approval.
The authority advised shop owners and the wider public to consult LOTEP’s official channels before allowing installation or use of such equipment. This step is particularly important in an environment where irregular machines may mislead both the business owner and the end customer by presenting themselves as part of the regulated market.
Officials from LOTEP’s technical and inspection department described these terminals as a fraudulent practice that harms the formal ecosystem, deceives users and exposes retailers to serious legal consequences.
Risks for retailers and consumers
LOTEP warned that retailers allowing unauthorised terminals on their premises may face fines, immediate seizure of equipment and even closure of the establishment until the situation is regularised. There may also be criminal implications linked to illegal gambling activity and potential tax offences.
Consumers are likewise exposed to significant risks. Participating in games offered by clandestine operators means acting outside a regulated framework, without clear safeguards or institutional protection. For that reason, the authority urged the public to be wary of promises of easy profit and to demand genuine supporting documentation before engaging with any machine.
Authorised operators and official oversight
The provincial regulator recalled that four companies currently hold valid authorisations to operate across the state of Paraíba: Embralote Paraíba Serviços Lotéricos SPE Ltda, Kenosoft Vídeo Loteria Ltda, 3F Eventos Ltda, and Realeza da Sorte PB Atividade Intermediação e Agenciamento de Serviços e Negócios Ltda.
Any terminal operating without a direct link to this official list should be considered non-compliant. LOTEP has also reinforced its reporting channels so that citizens and retailers can report suspicious machines or attempted illegal installations, with confidentiality assured for whistleblowers.
Future outlook
LOTEP’s action against clandestine terminals highlights how the strengthening of state lottery regulation in Brazil depends not only on formal rules, but also on active enforcement, public communication and cooperation from both retailers and users.
As the market moves towards stronger standards of transparency, traceability and legal certainty, early identification of irregular operators becomes essential to protect public trust and support a safer and more structured gaming environment.
