The proposal covers white-label platform suppliers, game developers, identity verification and Know Your Customer services, data companies and other providers considered essential to regulated betting operations.

The future framework is intended to establish minimum criteria for demonstrating the operational, technological and financial capabilities of these businesses.

It also seeks to strengthen legal certainty and provide broader supervision of the infrastructure supporting Brazil’s regulated betting market.

Speaking during the “Advancement of B2B Licensing in Brazil” panel at GAT Expo São Paulo 2026, Cactus Gaming CEO Thiago Garrides said the regulation could professionalise the entire technology supply chain.

Expected benefits include greater protection for operators and customers, increased transparency, improved operational traceability and lower operational and reputational risks.

The measure could also encourage higher standards of governance, internal controls and regulatory compliance.

However, adapting to the new requirements will demand additional investment from some suppliers, particularly across compliance processes, certification, risk management and technology infrastructure.

Once the consultation closes, the Government will evaluate the contributions before publishing the definitive rules applicable to B2B suppliers.

The new framework could raise entry barriers, increase initial compliance costs and favour companies with more established technological and corporate structures.

At the same time, it could strengthen confidence in the industry, improve customer protection and consolidate Brazil as one of Latin America’s leading regulated betting jurisdictions.
