Flutter Appoints Edward Traynor as Interim Group Chief Legal Officer
Ireland.- 7 October 2026 | www.zonadeazar.com Flutter Entertainment has appointed Edward Traynor as Interim Group Chief Legal Officer, temporarily strengthening its legal leadership following the departure of Don Liu.
The appointment took effect on 1 October 2026 and comes during a period of executive transition and increasing regulatory complexity for one of the world’s largest gaming groups.
Don Liu Steps Down
Don Liu informed Flutter’s board on 28 September that he intended to step down.
His departure became effective on 30 September.
Liu had served as Interim Group Chief Legal Officer since April 2025, initially on what was expected to be a short-term basis, but ultimately remained in the role for around 18 months.
Traynor Takes Over From 1 October
Edward Traynor formally assumed responsibility for the group’s legal function on 1 October.
He already served as Group Company Secretary and will continue to hold that position alongside his interim legal responsibilities.
More Than a Decade at Flutter
Traynor has served as Flutter’s Group Company Secretary since April 2015.
His long tenure provides direct experience with the group’s corporate structure, governance framework and regulatory obligations.
Corporate Experience
Before his time at Flutter, Traynor built experience across major international companies.
His background includes roles linked to businesses such as Target, Vodafone and Xerox.
Legal Leadership Across a Global Group
As Interim Group Chief Legal Officer, Traynor will play a central role in overseeing legal matters across a business operating in multiple regulated markets.
Flutter owns brands including FanDuel, Paddy Power, Betfair and PokerStars.
Its international footprint requires the legal function to manage differing regulatory regimes and frequent legislative change.
Appointment Coincides With New CEO
Traynor’s appointment coincides with another major leadership transition.
Dan Taylor became Flutter’s Group CEO on 1 October, succeeding Peter Jackson.
The group therefore entered the final quarter of 2026 with simultaneous changes in two senior executive positions.
No Defined Timeline
Flutter has confirmed that Traynor’s appointment is temporary.
However, the company has not disclosed how long he will remain in the role or whether it is conducting an external search for a permanent Group Chief Legal Officer.
Regulatory Challenges
The transition comes during a period of heightened regulatory activity across Flutter’s markets.
The company is dealing with tax reforms, changing compliance requirements and new restrictions affecting online betting.
Brazil is among the most recent examples following the prohibition of fixed-odds betting and the shutdown of its regulated market.
Governance and Compliance
The legal function is particularly important for a group whose international growth depends on licences and regulatory approvals.
Alongside litigation and compliance, the department plays a role in corporate transactions, commercial agreements, governance and relationships with regulators.
Next Steps or Impact
Traynor will oversee Flutter’s legal function on an interim basis while the company determines the permanent structure of the role.
His long-standing knowledge of the business provides continuity during a period of executive change and regulatory pressure across multiple jurisdictions.
Flutter will later need to decide whether to appoint a permanent internal successor or recruit a new Group Chief Legal Officer externally.
