Alckmin Says Brazilian Government May Raise Bets Tax Rate Above 18%

Brasilia, June 11, 2025. Speaking at the 5th edition of the National Supply Chain Forum hosted by ABRAS (Brazilian Supermarket Association), Brazil’s Vice President Geraldo Alckmin announced that the federal government may work alongside the National Congress to implement a selective tax on betting operators, with a rate potentially exceeding 18% of companies’ Gross Gaming Revenue (GGR).

The initial proposal, presented by ABRAS, recommends increasing the tax rate on bets from 12% to 18% of the GGR — defined as the gross revenue from betting operations after payouts to players. According to Alckmin, this measure aims to protect Brazilian families from the negative impacts of gambling and to enhance tax collection as part of the ongoing tax reform process.

“The government’s proposal is to raise the rate to 18%, but we can work with Congress to go even higher. This will help prevent harm to many families,” stated Alckmin.

Additionally, the vice president of ABRAS emphasized the importance of including “misleading advertising” disclaimers in betting advertisements, in accordance with the Consumer Protection Code. “Promising that people will get rich or become millionaires by betting is clearly misleading advertising,” he cautioned.

The proposal to increase taxes on bets aligns with the ongoing discussion of the selective tax under tax reform, emerging as a key tool to regulate the betting sector and protect consumers.
