Brazil: Government Technical Note Strengthens Consumer Protection in Sports Betting

Brazil.- June 10, 2025 www.zonadeazar.com On Thursday (5th), the National Consumer Secretariat (Senacon), in partnership with Rio de Janeiro’s Consumer Protection Institute (Procon-RJ), released a joint technical note aimed at guiding consumer protection agencies on best practices in overseeing the sports betting market. The document aims to enhance oversight, reinforce accountability among companies and influencers, and increase transparency and safety for consumers.
The note highlights that the rapid growth of fixed-odds betting is transforming consumer behavior in Brazil and raises concerns about the sector’s expansion, such as: aggressive advertising, misleading promises of easy winnings by influencers, lack of clear information, and practices that could mislead consumers.
It also emphasizes the critical role of influencers, who must comply with the Consumer Defense Code (CDC) to avoid misleading or omitting essential information. The document underscores that influencers may be held jointly liable in cases of consumer deception.
Based on current legislation, the technical note reinforces:

✅ The accountability of suppliers and influencers throughout the entire consumption chain
✅ The importance of integrated oversight by Procons, the Public Prosecutor’s Office, and other agencies in the National Consumer Defense System (SNDC)
