Brasil: Olímpia Approves Local Casino Law Ahead of Federal Regulation

Brazil – May 20, 2025 – www.zonadeazar.com The city of Olímpia, São Paulo, has approved a law defining gambling as a public service of tourism and social interest, allowing for resort-integrated casinos ahead of national legislation.

With over 5 million annual tourists and one of Brazil’s largest hotel networks, Olímpia aims to become a top destination for entertainment. The law permits private operation via competitive bidding and covers activities like roulette, cards, electronic games, dining, and leisure.

Mayor Geninho Zuliani said:

Meanwhile, federal Bill PL 2.234/2022, which legalizes casinos, bingo halls, and animal gaming, is still awaiting a Senate vote. The bill proposes one casino per state (up to three in São Paulo) and up to ten on cruise ships. Payments must be made via Pix or debit card, banning credit card use.
