Brazil: Betting CPI to Present Final Report This Tuesday

The Parliamentary Inquiry Committee (CPI) on Betting, which investigates alleged irregularities in the online betting sector, will receive the final report from Senator Soraya Thronicke (Podemos-MS) this Tuesday, June 10. The meeting to vote on the document is scheduled for 10:00 a.m.
Launched in November 2024, the CPI has held 20 meetings and heard from 19 individuals — including federal government representatives (responsible for betting regulation), digital influencers, and online betting operators. Seven witnesses were officially summoned but, on several occasions, failed to appear — six of them did not attend.
The final report consolidates the CPI’s work and may recommend legislative changes and also indict individuals for specific crimes. In these cases, the report is forwarded to the Public Prosecutor’s Office or the Federal Police.
Advertising and regulations
One of the committee’s key focuses was the advertising of online betting companies through digital influencers. Senator Soraya repeatedly emphasized that such advertising must comply with the Consumer Defense Code, regulations from the National Council for Advertising Self-Regulation (Conar), and federal government rules like Ordinance 1.231 (July 2024).
The senator also pointed out controversy over the legality of online betting since 2018, when Law 13.756 opened the market, but regulation only came into force seven years later.
Crimes under investigation
The committee, chaired by Senator Dr. Hiran (PP-RR), also examined suspicions of money laundering, tax evasion, and other offenses involving the online betting sector. The CPI requested information from the Federal Police and the civil police in states like Pernambuco and the Federal District.
The CPI reviewed 192 requests for confidential information from the Council for Financial Activities Control (Coaf), of which half were approved. In response, Coaf sent 63 documents to the committee by early June.
Health and family budgets
Beyond investigating possible ties between the online betting sector and organized crime, one of the CPI’s main goals is to examine the influence of betting activities on Brazilian family budgets and their social impact. Former gambling addicts and mental health experts were invited to share insights on the effects of betting liberalization on public health.
