Brazil: SPA and Digital Council Sign Agreement to Combat Illegality

Brazil – July 8, 2025 www.zonadeazar.com – The Ministry of Finance (MF), through the Secretariat of Prizes and Betting (SPA), and the Digital Council of Brazil signed a cooperation agreement this Thursday (July 3) to enhance the security and compliance of the betting market in the online environment, particularly on social media. The signing took place at the MF headquarters auditorium, at the Esplanade of Ministries in Brasília.

The Digital Council of Brazil is an association founded in 2019 that brings together eight of the country’s leading technology companies, including Google, Meta, TikTok, Kwai, and Amazon.

The agreement serves as a cooperative tool to prevent, detect, and take down betting-related content that violates national legislation. One of its key points is the establishment of bilateral communication channels between SPA and digital platforms so that notifications about illegal content and its potential removal can be handled in an organized and expedited manner. The agreement also aims to ensure greater effectiveness in observing child and adolescent protection laws in the digital environment.

“This agreement is very important for regulating the fixed-odds betting market in Brazil. Since the Secretariat of Prizes and Betting began its work, we have intensified our actions within the digital ecosystem. As a result, we concluded that an agreement like this would be highly desirable,” said Regis Dudena, Secretary of Prizes and Betting at the MF.

For Felipe França, Executive Director of the Digital Council, this moment is unprecedented, as it marks the first time that the app provider ecosystem is collectively represented in a coordinated manner by the Digital Council of Brazil. “The agreement with the SPA arises from the understanding that regulating fixed-odds betting, especially in the digital environment, requires not only rules but also technical cooperation, institutional coordination, and permanent dialogue channels,” said França.

Building the agreement required the involvement of all SPA sectors to tackle one of its main challenges in protecting bettors and the popular economy: combating illegal betting sites and their associated advertising.
