Brazil: City Council Approves Draft Bill Creating Araranguá (SC) Lottery

Brazil – June 13, 2025www.zonadeazar.com The City Council of Araranguá, a city located in the far south of Santa Catarina, approved during a regular session held on Wednesday night (June 11), Draft Bill No. 046/2025, authored by the President of the Council, Councilman Paulinho Souza.

The proposal provides for the creation of a Public Lottery Service in the municipality, which may be operated directly by the Executive Branch or under a concession regime.

The draft bill states that the lottery may operate in any modality permitted by federal legislation, with betting available both at physical locations and on digital platforms.

Furthermore, the entire operation will be funded by its own revenues generated by the lottery activity, without directly impacting public finances. Regulation and oversight of the service will be the responsibility of the Municipal Department of Administration.

According to the bill, net profits generated by the lottery will be primarily allocated to supporting individuals with Autism Spectrum Disorder (ASD), ensuring that 100% of the remaining revenue is invested in this public policy.

In addition, unclaimed prize values will also be directed toward these initiatives. The proposal also includes strict mechanisms for control, security, gambling addiction prevention, and anti-money laundering.

Araranguá Lottery Represents a New Source of Revenue for the Municipality

To operate the service, interested companies must meet a series of technical and legal requirements, such as holding specific certifications, creating their own regulations, and paying a concession fee to the municipality.

The creation of a special purpose company will be mandatory to manage the lottery, with independent auditing and direct supervision by the Department of Finance.

With the approval and future implementation of the service, the municipality will gain a new revenue stream. Councilman Paulinho Souza emphasized the social impact of the proposal:

“The idea is to create a source of income to support the large complex that will be built in Divinéia, at the former UCCA, focused on caring for people with autism.”

“There are already municipal lotteries in other cities, and if the mayor finds it viable, he can turn this draft into law. 100% of the profits will go to people with autism and families with children with the disorder. We want to ensure a steady income for the municipality, enabling it to provide these children with the best professionals and the quality they deserve,” he said.
