Brasil: Olímpia Launches Its Own Lottery: “Olímpia + Sorte” Ready to Operate

This local lottery was instituted by Complementary Law No. 310, recently published in the Official Gazette. Its main goal is to generate non-tax revenues to invest in healthcare, education, social assistance, culture, tourism, and economic development.
💼 Management and Operation Under Public Concession
According to the decree, the operation of “Olímpia + Sorte” will be carried out by a private company selected through a public bidding process. This company will be responsible for developing both physical and digital lottery products, conducting the draws, and managing prize payments.
Oversight will be handled by the Municipal Department of Planning and Finance, which may also establish agreements with public agencies at different levels.

The lottery will be able to offer all types of games allowed under federal law, including:

Each modality will have its own rules, including bet pricing, prize amounts, draw regulations, and sales channels. The operation will be exclusive to Olímpia’s territory, both physically and digitally, with mandatory certification to ensure bettors are within city limits.
💰 Prizes and Revenue Distribution
Minimum payout (percentage of revenue allocated to prizes):

No minimum required for fixed-odds betting.
The remaining net revenue will be split between the city and the operator. Olímpia will receive up to 12% for social projects and 1% for management. For fixed-odds betting, the city will receive 5% plus 1% for management.
👥 Who Can Bet and How Oversight Will Work
Only individuals over 18 years of age with full legal capacity can participate. The concessionaire company will be responsible for legal compliance and for managing customer service channels.
Oversight will be conducted by a municipal commission that will review game plans, ensure contract compliance, and have access to the operator’s systems. Additionally, the company must report irregularities to COAF (Financial Activities Control Council) to help prevent financial crimes.
Non-compliance with the rules may result in penalties such as warnings, fines, suspension, or permanent revocation of the concession.
