Paraguay Ends Gambling Monopoly: New Law 7438/2025 Presented

Paraguay.- 08th August 2025 www.zonadeazar.com Within the framework of SAGSE Paraguay 2025, authorities from the National Tax Revenue Directorate (DNIT) and Conajzar officially presented new Law 7438/2025, a regulation that marks a historic change in the betting sector in the country.
The recently enacted law breaks with the exclusive concession model, allowing the participation of up to three operators per type of game in the areas of pool betting and sports betting. This opening seeks to promote fairer competition, greater transparency, and better conditions for users, as well as to strengthen state controls.
End of monopoly and new licensing model
During the presentation, it was explained that the new legislation leaves behind the single-award monopoly system that has been in place for years and replaces it with a regulated competition model. This new scheme seeks to improve the efficiency of the sector, increase tax revenue, and ensure that gambling takes place in a controlled and responsible environment.
Representatives from the DNIT and Conajzar emphasized that the opening up to multiple operators will be accompanied by strict technical, financial, and control requirements aimed at further professionalizing the sector.
Distribution of revenue and social benefits
Another key point of the new Law 7438/2025 is the redistribution of the fees collected by the State. It was announced that the funds generated by gambling licenses and operations will be distributed between the National Treasury and social assistance programs, with a special focus on health, education, and the prevention of gambling addiction.
Next tender in 2026
The authorities also announced that work is already underway on the design of the terms and conditions for a public tender to be launched in 2026, under the legal framework of the new regulations. This tender will define the operators authorized for the coming years, in a process that will be transparent, competitive, and subject to inter-institutional supervision.
