Tatuí City Council Approves Law Creating Municipal Lottery

Tatuí, SP – June 5, 2025 – The Tatuí City Council approved on Monday (2) the bill authorizing the creation of the Municipal Lottery. The proposal, authored by Mayor Professor Miguel (PSD), received 10 favorable votes during the legislative session.
The approved text allows the city to operate lottery games and betting modalities regulated by federal legislation, either directly or through concession to specialized companies.
The management and oversight of the Municipal Lottery will be the responsibility of the City Hall, through the Secretariat of Government and Institutional Relations. The agency may also establish partnerships with public or private entities to ensure compliance with the rules.
Internal municipal control will conduct periodic audits to ensure transparency and legality in the use of funds collected.
The service will be granted through a competitive bidding process in accordance with Federal Law No. 14,133/2021. The concession contract will be valid for 20 years and may be renewed depending on the public interest.
The funds raised by the Municipal Lottery will be primarily allocated to public health, culture and sports, education, and social assistance. Additionally, the service will pay a 5% ISS tax on gross revenue, in line with municipal tax legislation.
Tatuí City Hall clarified that the law does not create betting houses or municipal games but regulates activities already authorized by federal legislation, aiming to retain taxes to invest in social programs.
The project was analyzed by the Legal Department and the City Council’s permanent committees, and it was approved in two rounds of voting by 10 votes in favor and 6 against. The text now awaits the mayor’s signature.
