AGA: Illegal Gambling Accounts for One-Third of U.S. Market

The illegal market has grown 22% since 2022, but its share of total gaming revenue has remained stable due to the legal sector’s growth. Unregulated operators now hold 31.9% of market share, generating $53.9 billion annually and costing states $15.3 billion in lost taxes.


Unregulated Machines and Illegal iGaming Growth

  • Unregulated machines: over 625,000 units in bars, restaurants, and convenience stores, generating $30.3 billion in revenue and causing $9.5 billion in tax losses.
  • Illegal iGaming: $18.6 billion in revenue, up nearly 38% since 2022.
  • Illegal sports betting: $84 billion wagered, $5 billion in revenue, and $1 billion in lost taxes.

Call to Action

AGA President and CEO Bill Miller urged a nationwide crackdown on illegal gambling, warning these operations “put consumers at risk” and offer no economic return to the communities they exploit.
