Anatel Reinforces Actions to Combat the Ilegal Online Gambling Market

Brazil, June 18, 2025 – Zona de Azar – Brazil’s National Telecommunications Agency (Anatel) has increased efforts to tackle crimes and irregularities on digital platforms, which are reportedly surpassing the agency’s current workload capacity. Carlos Baigorri, Anatel’s president, shared this with Valor Econômico in a recent interview.
Baigorri stressed the need for stronger coordination among federal government agencies and called for the engagement of Congress and the Supreme Federal Court (STF) to strengthen the enforcement framework.
Despite the ongoing challenges, Anatel has already seen positive results. A recent enforcement campaign targeting uncertified mobile phones has significantly reduced sales of pirated devices and boosted competition among authorized manufacturers.
Broad regulation and enforcement scope
Anatel also operates in critical areas such as blocking illegal online sports betting websites, seizing pirated TV Boxes (devices used to access subscription channels without authorization), and combating fake news on social networks through a partnership with the Superior Electoral Court (TSE).
The inspection of unlicensed betting platforms is led by the Ministry of Finance’s Secretariat of Prizes and Betting (SPA), in accordance with Law 14.790/23. As of June 12, a total of 15,558 illegal betting websites had been blocked.
Baigorri also stated that the Parliamentary Inquiry Commission (CPI of the BETs) will incorporate Anatel’s technical input into a draft bill aimed at enhancing blocking capabilities, including targeting DNS and CDN systems that support illegal online networks.
