Arthur Lira Says Government Should Fight Illegal Betting Before Raising Taxes
Brazil.– November 13, 2025 – www.zonadeazar.com The President of Brazil’s Chamber of Deputies, Arthur Lira (PP-AL), stated that the Federal Government must prioritize the fight against illegal betting before implementing new taxes on licensed operators.
Lira emphasized that tackling unregulated activities should be the first step toward improving revenue collection, rather than overburdening companies that comply with national gaming laws.
“Before thinking about raising taxes, the State must prove its ability to supervise and eliminate those operating outside the system,” Lira said.
He also highlighted that the regulated betting market is a key driver of employment, innovation, and sports funding, warning that excessive taxation could discourage investment and empower illegal platforms.
Lira reaffirmed that Congress is working toward a balanced model—one that ensures transparency, fiscal responsibility, and an effective fight against illegality, while promoting industry growth.
The statement comes as the Senate debates proposals to increase the gross revenue tax on online betting operators.
