Brasil: AGU Gives Meta 48 Hours to Remove Illegal Betting Ads

Brazil.- August 15, 2025 – www.zonadeazar.com – Brazil’s Attorney General’s Office (AGU) has ordered Meta, the company behind Facebook and Instagram, to remove ads for unauthorized betting and gaming services in Brazil within 48 hours. The action was taken by the National Attorney’s Office for the Defense of Democracy (PNDD).


Advertising Unlicensed Betting is Illegal

Law Nº 14.970/2023 and Ordinance SPA/MF Nº 1.207/2024 state that fixed-odds betting, such as sports betting, can only operate with authorization from the Ministry of Finance’s SPA. Advertising unlicensed operators is prohibited.

  • “This is an illegal activity that may be linked to tax evasion, money laundering, and fraud,” AGU said.

Meta Under Scrutiny

The investigation found hundreds of active ads from unlicensed betting companies in Meta’s ad library. According to the Supreme Federal Court (STF), platforms can be held liable for paid illegal content. AGU also demanded that Meta block future ads from unlicensed operators.


Verification Failures

While Meta has pledged to update its terms of service, AGU says verification flaws still persist.
