It was the first of four hearings set by the joint congressional committee reviewing Provisional Measure (MP) 1303/2025, which proposes new tax rules for financial applications and virtual assets, including betting companies.

The meeting was to feature Finance Minister Fernando Haddad. The committee is chaired by Senator Renan Calheiros, with Deputy Carlos Zarattini as rapporteur.

Broader tax and regulatory changes under review

The commission will continue discussions on:

  • Taxation of crypto assets and investment funds
  • Increase of the Social Contribution on Net Profit (CSLL)
  • Changes to the fisherman’s insurance (seguro-defeso)
  • Higher taxes on fintechs and stock markets
  • Blocking undue tax compensations
  • Conversion of gratified roles into commissioned positions in the Finance Ministry
