Purpose and Scope
The initiative, formalised through Ordinance SPA/MF No. 230, tasks the group with producing proposals over an initial 75-day period to update rules governing raffles, giveaways and promotional contests that offer free prizes, based on findings in the Regulatory Impact Analysis Report No. 5/2025.

Key priorities include simplifying authorisation procedures, particularly for smaller-scale promotions, assessing the potential for multiple authorisations, developing metrics to enhance the reach of regulatory policy and considering whether individuals should be permitted to act as promotion organisers.
