Speaking at an international OAB seminar in Madrid on Tuesday (6), Carlos Baigorri, president of Brazil’s National Telecommunications Agency (Anatel), criticized the country’s betting regulation as immature and lacking institutional depth.
Baigorri noted that, unlike the power and telecom sectors—which have independent agencies, career regulators, and public consultation processes—Brazil’s betting industry is managed solely by a Finance Ministry department, issuing unilateral regulations without public debate or regulatory impact assessments.
He described the current approach as reactive and ad hoc, with rules often rushed to correct operational issues. Anatel’s involvement, he clarified, is limited to blocking illegal betting operators after being notified by the Secretariat for Prizes and Betting.
Baigorri called for a more robust and participatory regulatory model with clear procedures and institutional backing, arguing this is crucial for ensuring transparency, legal certainty, and sustainable growth in the Brazilian betting market.
