Brazil: Banese Launches Lotese – The Official Lottery of Sergipe
Brazil.- May 28 2025 www.zonadeazar.com On Monday (26), the Bank of the State of Sergipe (Banese) officially launched the Lotese – Loteria de Sergipe, a new state lottery operator offering over 600 types of legal betting games. These include fixed-odds online betting, numeric lottery games, and instant-win games (scratch-offs).
The official launch event was held at the Quality Hotel Aracaju, where Banese showcased its new gaming products, gameplay mechanics, betting prices, and jackpot amounts. Access is restricted to users geolocated within the state of Sergipe.
Starting May 31, Lotese games will also be available through POS terminals (similar to card readers) and Video Lottery Terminals (VLTs), with the first operations taking place at the Espaço Lotese during the Arraiá do Povo festival at Atalaia Beachfront.
According to Banese president Marco Antônio Queiroz:
“Lotese provides safe and transparent gaming options for the people of Sergipe. All revenues will remain in the state and be reinvested into improving the quality of life for our population.”

Numeric games (Quadra de Ouro, Multi Prêmios, Sorte 10, Lotochance):
Bets range from R$ 1 to R$ 100, with jackpots up to R$ 1.5 million. -
Instant games (Clovers Fantasy, Piggy Cash, Spin Jones, Popeye, Halloween, Wild Gems):
Bets from R$ 0.10 to R$ 50, with prizes up to R$ 510,000.
Security, Regulation and Legal Framework
Lotese operates under State Decree 1.108/2025, with regulatory oversight provided by Agrese, the state public services agency. A central operations monitoring center will be installed at Agrese headquarters to ensure transparency and security.
All games comply with Federal Laws 13.756/2018 and 14.790/2023, which govern lottery activities in Brazil.
Legal Background of Lotese
The foundation of Lotese began in 2021 with the approval of State Law 8.901, following the Supreme Federal Court’s decision allowing states to operate lotteries. In 2024, State Law 9.440 officially granted Banese the authority to run the lottery service. Later that year, Brazil’s Central Bank authorized Banese to create a lottery-focused subsidiary, completing the competitive partnership process in 2025.
