Brazil: Belo Horizonte Mayor Backs Tax Cut for Betting Companies

Measure seen as a way to boost municipal revenue
Brazil.- 8 de Agosto de 2025 – www.zonadeazar.com Belo Horizonte Mayor Álvaro Damião (União Brasil) is pushing to reduce the Service Tax (ISSQN) for betting companies from 5% to 2%. According to the mayor, the aim is not to bring new betting houses to the city, but to capture tax revenues generated by companies already operating.
- “It’s not about encouraging gambling, but about bringing in revenue to invest in healthcare, education, and public safety,” Damião stated.
Bill under review in City Council
The bill was submitted on July 24 and is now under analysis. Councilor Wagner Ferreira (PV) filed 25 information requests to various municipal departments regarding any relationship between the city and betting companies, as well as public awareness programs on gambling addiction.
Public hearing scheduled
Date and venue
On August 26 at 10 a.m., Belo Horizonte’s City Council will hold a public hearing to discuss the betting sector. The event is open to the public and will be broadcast live via the Council’s website and YouTube channel.
