Brazil: Bill Proposes Raising Minimum Gambling Age to 21

Fixed-odds betting could be restricted to over 21s

Brazil.- August 8, 2025 – www.zonadeazar.com  Senator Humberto Costa introduced Bill 3754/2025, aiming to increase the legal betting age from 18 to 21 for fixed-odds wagering in Brazil. The proposal is intended to curb compulsive gambling and protect young people.


New rules on advertising and sponsorship

Ad ban from 6 a.m. to 10 p.m.

The bill prohibits betting ads between 6:00 and 22:00, as well as targeted promotions for those under 21.

Ban on public event sponsorships

Operators would be barred from sponsoring cultural, sports, and entertainment events held in public or publicly accessible spaces, regardless of whether they’re state-funded.


Spending cap and Ministry oversight

The proposal limits players to spending one minimum wage per month on betting activities. The Ministry of Finance will also be empowered to define daily and weekly spending caps to prevent over-indebtedness.


Congress to debate gambling ad regulation

Public hearing scheduled for August 27

The Permanent Subcommittee on Sports Betting Regulation in the Chamber of Deputies will hold a public hearing on August 27 in Brasília to debate advertising rules, including event sponsorship and industry marketing.
