Brazil: CBF Must Share Betting Revenue with Clubs and Players

Brazil.- July 2, 2025 www.zonadeazar.com The Brazilian Football Confederation (CBF) will be required to define, via regulations, how to distribute part of the sports betting revenue among clubs, players, and competitions, specifically for the use of athletes’ names, images, and emblems.
How much money is at stake
According to UOL, the estimated amount to be distributed is R$ 264 million. This is based on Brazil’s Central Bank data, which indicates the betting market in the country moves between R$ 240 billion and R$ 360 billion annually.
Of this volume, around 10% represents the Gross Gaming Revenue (GGR) for operators, totaling R$ 33 billion per year. Currently, 12% of the GGR is allocated to various entities, a percentage set to increase to 18% in September 2025 with the implementation of Provisional Measure No. 1303/2025.
Of that, 7.3% is directed toward image rights payments for clubs and athletes, equivalent to 0.786% of the GGR.
Possible variations in the figure
The sector has challenged the Central Bank’s estimates, suggesting that actual annual betting spending may range from R$ 60 billion to R$ 130 billion, which would reduce the CBF’s income to around R$ 102 million under a conservative scenario.
How the distribution will work
According to a directive from the Ministry of Finance’s Prize and Betting Secretariat (SPA/MF), the distribution will depend on each competition’s regulations. For example, during the Brasileirão, revenue will be distributed as determined by the CBF’s guidelines, while for international tournaments, the funds will remain with the CBF.
Currently, there is no specific regulation detailing this distribution, and it is likely to be defined in 2026 as the current competitions are ongoing.
Public consultation open to define the mechanisms
In June, the SPA launched a public consultation via the Participa + Brasil platform, open until August 6, to gather opinions on distribution mechanisms under Law No. 13,756/2017.
The consultation seeks input on how to direct resources to private entities and the National Sports System, clubs, organizations, and athletes in return for the use of their names and symbols in sports betting.
