Brazil: Chamber Committee Rejects Casino Legalization Bill

Brazil.- July 11, 2025 www.zonadeazar.com The Economic Development Committee (CDE) of Brazil’s Chamber of Deputies rejected on Wednesday, July 9, Bill 5433/2023, which aimed to legalize casinos in the country.
Deputy Vitor Lippi (PSDB-SP), the bill’s rapporteur, issued an unfavorable opinion arguing that legalization would bring more risks than benefits, with positive effects limited to the short term and lacking sustainable economic growth. He also highlighted concerns about increased gambling addiction, family over-indebtedness, and the intensification of illegal activities linked to the sector.
Next steps for casino legalization in Brazil
Following the CDE’s decision, PL 5433/2023 will continue to other committees, including the Tourism Committee, Finance and Taxation Committee, and the Constitution and Justice Committee (CCJ).
CDE President Lafayette de Andrada (Republicanos-MG) reaffirmed his opposition, noting that a more structured bill is already under discussion in the Senate, referring to Bill 2234/2022, known as the “Casino Bill.”
Casino Bill progresses in the Senate
Bill 2234/2022 addresses the legalization of casinos, physical bingo halls, “jogo do bicho,” and horse race betting. Its vote in the Senate, initially scheduled for July 8, was postponed due to a lack of consensus, and a new date for its discussion has yet to be set.
The debate on legalizing physical gambling in Brazil remains active, with lawmakers split between the potential for revenue generation and tourism growth, and concerns over potential social and economic consequences.
