Brazil: Committee Votes on Betting and Athlete Protection Bills

Brazil – May 29, 2025 – www.zonadeazar.com The Sports Committee (CEsp) will vote this Wednesday (28) at 9 a.m. on bills related to betting, athlete protection, and campaigns against gender-based violence, as well as hold a hearing on Brazil’s planning for the 2028 Paralympic Games. In the first part of the meeting, senators are expected to deliberate on five legislative proposals.
Bill PL 2.985/2023, authored by Senator Styvenson Valentim (PODEMOS-RN) and reported by Senator Carlos Portinho (PL-RJ), proposes banning the broadcasting of advertisements and marketing actions by fixed-odds betting companies. The rapporteur presented a substitute bill imposing time restrictions, limiting the use of images of athletes and public figures, and requiring mandatory warnings about the risks of gambling. The bill aims to curb the harmful effects of the unregulated growth of the sector, especially on youth and vulnerable populations.
Also on the subject, Bill PL 3.405/2023, introduced by Senator Eduardo Girão (NOVO-CE), prohibits influencers, athletes, former athletes, and celebrities from promoting betting related to sporting events. The proposal has not yet received a report. The author argues that regulation is necessary to protect consumers from gambling addiction and to preserve the integrity of sports values.
The committee is also expected to conclude the vote on the substitute for Bill PL 4.842/2023, by Senator Augusta Brito (PT-CE), which proposes creating a permanent awareness campaign against violence toward women in sports arenas and broadcasts of events with audiences over 10,000. The rapporteur is Senator Leila Barros (PDT-DF), who highlights the importance of using the reach of sports to promote a culture of respect and violence prevention.
Also on the agenda is Bill PL 517/2024, by Senator Flávio Bolsonaro (PL-RJ), reported by Senator Romário (PL-RJ). The bill amends the General Sports Law (Law 14.597/2023) to establish measures to protect professional athletes, define the duties of sports entities, and categorize physical and moral violence against these professionals as crimes.
Lastly, the committee will vote on REQ 20/2025 – CEsp, proposed by Senator Leila Barros, which calls for a seminar on youth sports development in Brazil. The senator argues it is essential to discuss the issue with specialists and stakeholders to improve public policies aimed at grassroots sports.
Preparation for the 2028 Paralympic Games
After the legislative voting, the Sports Committee will hold a public hearing to discuss the challenges and outlook of the new Paralympic cycle, which began in 2025, focusing on the preparation of Brazilian athletes for the 2028 Paralympic Games in Los Angeles (USA). The hearing was requested by Senator Leila, the committee president, through REQ 16/2025 – CEsp.
In her justification, the senator emphasized the need to strengthen the planning and structure of national para-sports, ensuring that Brazil continues achieving good results and promotes the inclusion of people with disabilities (PwD) through sport.
