Brazil: Deputy Seeks to Speed Up Bill Limiting Betting Ads

Special Committee may analyze betting advertising regulation bill

Brazil.- July 4, 2025 www.zonadeazar.com Deputy Hugo Leal (PSD-RJ) has requested the Speaker of the Chamber of Deputies, Hugo Motta (Republicanos-PB), to create a Special Committee to accelerate the processing of the bill establishing stricter rules for betting advertising in Brazil.

Why a Special Committee?

In the request, Leal points out that the bill has already passed through four committees and requests the inclusion of the Economic Development Committee. This would reach the five committees required to enable a Special Committee under the Chamber’s internal regulations, allowing a more technical, centralized, and agile legislative analysis.

Betting companies ask to slow down the bill

According to reports, betting sector entities have requested Motta to “slow down” the bill’s processing. However, Hugo Leal believes that a Special Committee would enable broad dialogue with society and the economic sector while avoiding overlapping analyses and ensuring legal certainty.

The Senate moved quickly with the proposal

In the Senate, President Davi Alcolumbre (União-AP) accelerated the approval of the bill, reported by Carlos Portinho (PL-RJ), after it was approved by the Sports Committee. Given the Senate’s speed, the betting sector seeks a slower pace in the Lower House.
