Brazil Moves Forward with Child Online Protection Bill

Brazil.- August 15, 2025 – www.zonadeazar.com – A Senate bill aims to protect children and teenagers from abuse and exploitation in digital environments. Approved in November 2024 by the Senate, it is now awaiting review in the Chamber of Deputies.
Clear Rules for Digital Platforms
Bill PL 2.628/2022, authored by Senator Alessandro Vieira, sets obligations for social networks, apps, websites, video games, and digital services. Platforms must:
- Verify users’ ages.
- Offer default privacy-protective settings.
- Implement child sexual abuse reporting systems.
- Restrict use of products not suitable for minors.
National Investigation and Debate
Following allegations by content creator Felca about child sexualization on platforms, Senators Damares Alves and Jaime Bagattoli proposed creating a Parliamentary Inquiry Commission (CPI). Big tech companies such as Meta and Google will be invited to public hearings.
Measures Against Ads and Loot Boxes
The bill bans loot boxes in video games, due to their similarity to gambling, and tightens rules for advertising to minors. Penalties range from warnings to fines of up to R$ 50 million per violation.
