Brazil: Online Betting Market Hits Record BRL 25 Billion Revenue by May 2025

Tax collection reaches BRL 3 billion in five months
According to Brazil’s Federal Revenue Service, BRL 3.026 billion was collected in taxes from online betting companies between January and May 2025, representing an impressive 23,000% increase compared to the same period last year.
In May alone, tax collection reached BRL 814 million, reflecting the 12% tax on Gross Gaming Revenue (GGR).
Market revenues exceed pre-regulation projections
Based on tax data, it is estimated that gross revenue from the online betting sector exceeded BRL 25.2 billion in the first five months of 2025, far surpassing projections made prior to regulation.
In August 2024, Itaú estimated that Brazil’s online betting market would generate between BRL 8 billion and BRL 20 billion annually, with an average of BRL 12 billion. However, this figure was exceeded within just five months.
Regulation and new advertising rules in the betting market
Since January 1, 2025, Brazil’s regulated sports betting market has generated BRL 2 billion in licensing fees. During the transition to the regulated environment, authorities blocked thousands of unauthorized websites and intensified responsible gambling campaigns.
This year, the Senate approved Bill No. 2,985/2023, establishing new rules for online betting advertising. The text prohibits the use of artists, athletes, influencers, and public figures in betting company advertisements, a measure that has been criticized by industry associations.
