Brazil: Senate Expected to Vote on Bill Doubling Sports Betting Tax Next Week

Brazil.– November 13, 2025 – www.zonadeazar.com The Brazilian Senate is expected to vote next week on the bill that doubles the taxation rate on online betting companies, increasing the gross revenue tax from 12% to 24%.

Senator Eduardo Braga (MDB-AM), the bill’s rapporteur, said that the vote depends on the Finance Ministry sending updated information about government actions to combat illegal gambling platforms.

“Most of the money in circulation today is digital. That’s why we need the involvement of several agencies, including banks. Any unusual transaction, from R$50 to R$1 million, must be reported,” Braga stated.

The senator emphasized that coordination between the Central Bank, COAF, Federal Revenue Service, Febraban, and the Federal Police is essential to ensure compliance.

The bill, authored by Senator Renan Calheiros (MDB-AL), president of the Economic Affairs Committee (CAE), aims to help rebalance Brazil’s federal budget after the failure of other fiscal measures.

Finance Minister Fernando Haddad has reportedly aligned himself with Calheiros’s proposal following Congress’s setback with an alternative IOF measure. Haddad confirmed to CNN Brasil that his ministry will send the necessary data by Thursday, enabling a Senate vote next week.

Senator Braga added that, once the information is received, he will present his report and coordinate with the Chamber of Deputies to expedite the process, including meetings with affected industry stakeholders.
