Brazil to Launch Platform to Block Prohibited Bettors

Brazil.- August 19, 2025 – www.zonadeazar.com The Brazilian Ministry of Finance will soon launch a platform designed to inform betting operators about users banned from gambling.
According to the Secretariat of Prizes and Betting (SPA), the list will include Bolsa Família and BPC beneficiaries, under-18s, professional athletes, public officials tied to the betting sector, and individuals diagnosed with gambling addiction.
Mandatory blocking and refund policy
Operators will be required to deny registration, deposits, and bets from anyone on the list. If a prohibited user is already registered, their account must be blocked and their balance refunded.
Groups Included in the Prohibited List
- Bolsa Família and BPC beneficiaries
- Under-18s
- Athletes, referees, managers, and sports staff
- Public officials linked to betting oversight
- People diagnosed with gambling addiction
- Self-excluded users
- Individuals banned by court ruling
Industry requests unified registry
Betting companies argue that enforcement remains difficult without a centralized government database. For now, the most effective measure has been blocking minors, since operators already require ID verification and send daily user data to the Ministry of Finance.
