Brazilian Lottery Funds May Reward Students and Teachers

New bill proposes to fund education with lottery revenue
Brazil, August 6, 2025 – www.zonadeazar.com Bill 981/25, introduced by congressman Fred Linhares (Republicanos-DF), proposes that 1% of lottery revenues be invested in strengthening basic education.
Awards for high-performing teachers and students

0.5% of the funds would reward schools and teachers achieving national IDEB goals.

The remaining 0.5% would go to students from low-income families who score over 900 on the ENEM exam.
Eligible students must attend public schools or be scholarship recipients in private institutions, with family income below two minimum wages.
Law to be aligned with educational equity
The proposal amends:
- The National Education Guidelines and Framework Law (LDB)
- Law 13.756/18, regarding lottery funds
- Law 14.113/20, regulating the Fundeb education fund
Legislative process under way
Currently in final review, the proposal will be analyzed by:
- The Education Committee
- The Finance and Taxation Committee
- The Constitution, Justice, and Citizenship Committee
To become law, it requires simple majority approval in both Chamber and Senate (at least 257 deputies present).
