Brazilian Public Security Chiefs Demand Bigger Share of Legal Sports Betting Revenue

Brazil.- July 2, 2025 www.zonadeazar.com Public security chiefs across Brazil are calling for a larger share of the legal sports betting revenue to strengthen resources dedicated to fighting crime and improving the prison system.

The proposal, presented by the National Council of Public Security Secretaries (Consesp), seeks to allocate 31.6% of betting revenues to public security, nearly double the current share, redirecting funds that now go primarily to sports (36%) and tourism (22%).

According to the plan:

  • 12% would go to state and Federal District public security funds.

  • 6% would support prison system funds.

  • The remaining portion would fund complementary security programs.

The secretaries argue that gambling addiction and related crimes burden the public security system while it receives only a minimal portion of betting revenues, a situation they believe needs to be corrected.

Additionally, they aim to prevent the federal government from imposing administrative barriers that delay the transfer of these funds to states, proposing measures to ensure faster and more autonomous resource management.

Discussions on the proposal will begin on July 1 at iLab 2025 in Brasília, an event gathering public security representatives nationwide, including the Federal Police, state police forces, and members of the Executive and Legislative branches. The event will address nine proposals aimed at accelerating the fight against crime in Brazil and complementing the Public Security PEC currently under review in Congress.

Other proposals include:

  • Harsher penalties for crimes against police officers.

  • Stricter measures against criminal organizations.

  • Faster processing of arrests made in flagrante delicto.

  • Combatting coordinated attacks on banks.

  • Quicker access to banking data for investigations.

  • Mandatory cooperation between oversight agencies (such as the IRS and COAF) and police forces.

The secretaries emphasize that public security should be prioritized in the allocation of betting revenues, especially as Brazil’s sports betting market continues to expand rapidly.
