The draft resolution introduces strict limits on the use of bonuses converted into gaming credits:
- For VAT-subject operations, bonuses may not exceed 1.6 % of monthly gross betting revenue.
- For non-VAT operations, the monthly cap equals the average of the last twelve months’ exploitation rights.
Coljuegos explained that excessive bonus distribution has reduced the taxable base, estimating a shortfall of about COP 74.882 billion (≈ USD 19 million).
The public consultation will remain open until November 4, 2025, allowing stakeholders to provide input before the rule’s adoption.
