ADCJ backs new regulation to organize the gaming industry
The Dominican Casino Gaming Association (ADCJ) has voiced its support for the new regulation introduced by the Ministry of Finance’s Gaming Directorate.
In a public statement, ADCJ called the measure “a decisive step toward transparency and legality”, benefiting both land-based and emerging digital gaming.
Licensing, oversight, and anti-illegal gambling measures
The regulation (Resolution 136-2024) includes:

Government proposes new Gaming Authority through legislation
Alongside the regulation, the government introduced a new gaming law that seeks to establish the General Directorate of Games of Chance (DGJA).
This authority would manage registration, control, oversight, and licensing for:

Slot machines

Electronic lotteries and raffles
Tax structure by gaming category

Sports betting shops: 794,000 DOP initial fee + 386,000 DOP annually + 1% gross revenue tax.

Online platforms: 10% on revenue or fixed monthly fee of 5 million DOP.

Casinos: Fees ranging from 14,000 to 85,000 DOP per gaming table or slot machine.
Concerns about lack of player protection policies
Despite regulatory improvements, the bill lacks specific measures to address problem gambling, such as self-exclusion tools, spending limits, or awareness campaigns.
It includes only generic warnings and a ban on minors, without detailing enforcement mechanisms.
